Gearing Up For Full Devolution
With just less than a year before the Mandanas ruling is fully implemented, an estimated Php 295B worth of programs, activities, and projects (PAPs) from national government agencies (NGAs) is expected to be devolved in 2022 to comply with the ruling (BusinessWorld, 2021). The added budget and devolution of PAPs will empower local government units (LGUs) more in realizing genuine and meaningful local autonomy, as mandated by the Local Government Code of 1991.
This webinar aims to discuss the preparations of the NGAs in implementing the devolution. It also examines how the fiscal arrangements between the national government and LGU, such as intergovernmental transfers, can be influenced by the implementation of the Mandanas ruling.
Objectives: Specifically, the webinar aims for the participants to:
- Gain awareness on the mechanisms resulting to successful devolution of public services;
- Understand the further implications of amending the internal revenue allotment to both national and local governments; and
- Learn about the initiatives and mechanisms of selected NGA in its preparation for full devolution of its selected services to LGUs.
