Three clusters of discussions under the theme “Shaping a Future-Oriented and Smart Public Sector” have been created to better systematize the topics for participants in the 2nd International Conference on Public Sector Productivity to be conducted by the Development Academy of the Philippines and the Asian Productivity Organization on November 22 to 23, 2018 at the DAP Conference Center in Tagaytay City.

The two-day conclave, whose initial edition was held in October 2017is aimed at addressing the question of what public sector organizations must do “to become alert, agile, innovative, and future-ready” in this era of complexity and rapidly-changing environment.

The three clusters are Cluster 1, which is about characterizing the future-oriented and smart public sector; Cluster 2, which deals with the specific skills and technologies that help the public sector become more agile and innovative; and Cluster 3, which is a macro view of developing an innovative environment.

Plenaries

Under Cluster 1, three plenary presentations and one plenary discussion will take place: The Government of the Future, Strategic Foresight for the Public Sector, and Knowledge Productivity: Enabling the Public Sector to be Future-Ready for the plenary presentations, and Innovative and Smart Public Sector for the plenary discussion.

Under Cluster 2, meanwhile, four topics are up for discussion in four breakout sessions that will be held simultaneously: Innovation Labs – From Ideas to Impact, Building Scenarios with Smart Strategies, Designing for Public Sector Innovation, and Insights to Impact Transformations for Better Public Value.  The participants may choose only one of the four sessions to attend.

Under Cluster 3, two plenary presentations and one plenary discussion are lined up: Deepening Innovation Culture in Public Sector Organizations, and Hyperconnected Data Sharing in the Public Sector Using Blockchain for the plenary presentations, and Future Directions for the Government for the plenary discussion.

Prominent speakers

A big group of prominent speakers coming from the international and national ranks has been lined up to serve as resource persons during the conference, with each speaker scheduled to discuss topics under their respective lines of expertise.

DAP President and Chief Executive Officer Atty. Engelbert C. Caronan Jr. will open and close the two-day conclave that is expected to be attended not only by representatives from national and local government agencies but also by an international cast coming from the APO’s 20 member countries.

The Philippines, as the APO’s Center of Excellence on Public Sector Productivity with the DAP as its focal organization, hosts the annual conference to catalyze the exchange of ideas and sustain collaboration among the APO’s member states regarding public sector productivity initiatives in the Asia-Pacific region and beyond.
