The Development Academy of the Philippines (DAP), through its Center for Governance- Operations Management Office, facilitated the “Orientation-Seminar on Public Corporate Governance” for the Social Housing Finance Corporation (SHFC) last August at the Marco Polo Hotel Ortigas.

The two-day activity was designed to equip appointive directors of government-owned and controlled corporations (GOCCs) with the knowledge to effectively carry out their functions in ensuring “transparent, responsible and accountable governance” of GOCCs. As DAP President Elba S. Cruz once said, “even as we aim to take our concept of public servant leadership to the next level by bringing genuine service to the people, aiming for greater efficiency for the people, and in so doing creating real impact felt by the people.”

A total of 25 participants consisting of the SHFC’s board of directors and officers attended the said orientation-seminar as part of their compliance with the “Fit and Proper Rule” being required by the Governance Commission for Government-Owned or Controlled Corporations (GCG).

Among those in attendance were retired General Eduardo del Rosario, chairman of the Housing and Urban Development Coordinating Council (HUDCC) and Atty. Arnolfo Ricardo Cabling, president of the SHFC.

Under Executive Order 272, the SHFC was mandated to be the lead government agency in undertaking social housing programs that cater to the formal and informal sectors in the low-income bracket.  It was also tasked with taking charge of developing and administering social housing program schemes.

The DAP has been duly accredited by the GCG to implement seminars of such nature after having been found to have met the established standards for providing public corporate governance seminars for members of the governing boards of GOCCs.
