The Development Academy of the Philippines (DAP), through its Center for Governance (CFG), concluded its four-day Course on Artificial Intelligence (AI) for Local Government Units (LGUs), or AI 301 – Batch 2, on September 18, 2026, at the L.S. Virata Hall, DAP Building, Pasig City.

Building on the momentum of the pioneer cohort, the second run trained 20 key officials, department heads, and technical staff across 10 LGUs to address local administrative bottlenecks through practical AI applications.

Learners used workflow analysis tools to map and evaluate lengthy, multi-step departmental processes, enabling them to realize that digital transformation begins with process optimization rather than indiscriminate technology adoption. By systematically analyzing workflow data alongside an AI Intervention Decision Matrix, teams identified that while general administrative steps require streamlined business process reengineering, specific high-friction tasks benefit from targeted AI integration and automation.

DAP Center for Strategic Futures (CSF) Project Manager Ray Daniel G. Peralta guided learners on applied prompt engineering, human-centered design, and the Human-in-the-Loop frameworks on no-code and Vibe Coding platforms to build functional AI-powered proof-of-concept prototypes. The resulting digital solutions targeted key municipal services, including automated document retrieval, real property tax clearance, zoning compliance, and Governor’s permit processing.
CFG-Local Government Development Office (LGDO) Project Manager Daniel G. Rosero guided the teams in subjecting their prototypes to iterative user testing and operational feedback, refining the digital solutions to ensure practical usability and alignment with actual LGU public service needs.

The course concluded with presentations assessed by CSF Project Managers Joana Marie Erasga and John Michael Elritz Gallo, alongside Rosero, based on operational alignment, design execution, functionality, user-testing metrics, and LGU adoption potential.

Closing the activity, CFG-LGDO Director Jannis T. Montañez highlighted responsible teaching integration, stating that ethical AI deployment empowers local governments to enhance decision-making and elevate public service delivery.
