The Development Academy of the Philippines (DAP), as the focal organization of the Asian Productivity Organization’s (APO) Center of Excellence on Public-Sector Productivity (COE-PSP), successfully held the second batch of the 2025 Community of Practice (CoP) Knowledge and Experience Sharing Session on December 1, 2025, at the DAP Building in Pasig City and virtually via Zoom.
The session convened 20 national government agencies and local government units, who presented key updates and substantive outputs from their productivity improvement initiatives and innovation projects. These initiatives and projects were designed during their participation in DAP’s productivity development programs, particularly the Development of Public-Sector Productivity Specialists Foundation Course (DPSPSFC), Designing Citizen-Centered Public Services (DCCPS), and the Public Service Value Chain (PSVC) training course.

In his welcome remarks, COE-PSP Program Director Peter Dan B. Baon emphasized the importance of building a Community of Practice (CoP) for Public-Sector Productivity, where members are actively encouraged to exchange ideas, collaborate, and implement the changes envisioned in their respective agencies.
The session featured Triumph Video Presentations, which showcased initial results, user benefits, and successful operational improvements. Representatives then shared practical insights in addressing challenges, managing change, and co-creating solutions with stakeholders and frontline personnel in a Spotlight Session.
During the spotlight sessions, participants highlighted key drivers of successful implementation, including effective time management and prioritization, teamwork and people-centered design, continuous innovation, realistic planning based on available resources, and adaptability during system development. They also stressed the importance of perseverance, sustained user engagement, and strong monitoring and evaluation mechanisms to ensure scalability and sustainability.
DAP resource speakers—including COE-PSP Director Baon, Maria Theresa S. Borile, Katrina L. Cabrera, Geneva Carla Sichico, Rose Ann Camille Caliso, Gerard Paul Calambro, Jay Rico, Rocio Isabel Paloma, Alvin Joseph S. Bilog, and Gerald Matthew Eustaquio—stressed that effective automation must consider streamlined processes, integrated systems, focus on productivity, citizen benefit, and cross-agency collaboration. Despite limited resources, they encouraged the participants to build on their progress through technical consultations. They also highlighted key strategies for sustained innovation and scaled impact across the public sector, including strengthening partnerships and expanding the community of practice.
The session concluded with the awarding of Certificates of Completion to participants who successfully finished over 47 hours of intensive training on productivity problem-solving, digital transformation, and citizen-centered service excellence.
