Pasig City, Philippines—Some 19 public-sector organizations presented their productivity improvement initiatives and innovation projects in the 2025 Knowledge and Experience Sharing Session (KESS) as part of the Community of Practice on Public-Sector Productivity on August 22, 2025 at the Development Academy of the Philippines (DAP).
The event, organized by the DAP’s Center of Excellence on Public-Sector Productivity (COE-PSP), was the culminating activity of the Development of Public-Sector Productivity Specialists Foundation Course (DPSPSFC) and Designing Citizen-Centered Public Services (DCCPS) programs.
Projects ranging from digital platforms streamlining payroll, monitoring, and HR systems to disaster resilience programs and citizen-focused mobile applications were showcased through triumph videos and spotlight sessions, highlighting the lessons participants learned throughout the course.
In his welcome remarks, COE-PSP Program Director Peter Dan Baon emphasized collaboration, continuous learning, and the role of the Community of Practice in sustaining public sector innovation. Resource persons and coaches also shared reflections with the participants. Maria Rosario Ablan underscored the importance of efficiency efforts and measuring productivity for visible and actionable results, while Niña Maria Estudillo encouraged persistence in thinking of alternative approaches, stakeholder engagement, and people-centered approaches. Elena Cruz highlighted the need for knowledge sharing and awareness campaigns, and Rocio Paloma reminded participants that sustainability requires more than digitalization, urging them to address the digital divide. Finally, Alvin Bilog stressed the value of continuous improvement carried out with empathy, humility, and a strong focus on delivering real benefits to citizens.
Participating agencies included: Amang Rodriguez Memorial Medical Center, Department of Health-Bureau of Quarantine, Department of Education-Schools Division Office of Masbate, Department of Public Works and Highways, Department of Science and Technology-Industrial Technology Development Institute, Department of Science and Technology-Advanced Science and Technology Institute, Metropolitan Manila Development Authority, Negros Oriental State University, Small Business Corporation, Davao Oriental State University, Department of Social Welfare and Development-Field Office III, Food and Drug Administration, Mindoro State University, Camarines Norte State College, Nueva Vizcaya State University, Office of Civil Defense-Cordillera Administrative Region, Municipal Government of San Mateo, Rizal, Provincial Government of Palawan, and Department of Science and Technology-National Capital Region.
The event concluded with the awarding of certificates to DPSPSFC and DCCPS participants, affirming the DAP’s and the public sectors shared commitment to productivity, innovation, and collaboration in line with the Philippine Development Plan 2023–2028.
